The so called Arabs depicted in The Rise and Fall of Veronica Ravenshaw are characters depicted in the aforementioned story. Unlike some other Arab characters such as the villainous Arab Syndicate or the heroic Animalian Resistance Army, the Arabs are both heroic and sinister.
As their name suggests, the Arabs are residents of the Middle East which is more depicted as a parallel world unlike the Cold War II series where in fact, the place is very much real. They are also depicted as being symbolic of Veronica's mental instability:
Each time the "good" Arabs die, Veronica becomes more mentally unstable. Finally, once all the other Arabs die regardless of good or bad so does Veronica as it depicts Ravenshaw being shot by her best friend.
